24. Ramarley Graham


As of August 2014, Internal Affairs at the NYPD’s One Police Plaza are still investigating this incident. The shooting in question involved NYPD officers chasing 18-year-old Ramarley Graham into his grandmother’s house on suspicion Graham was armed. Police then burst through the front door, tracked Graham, then killed him in a bathroom. Graham was unarmed. Officer Richard Haste, who fatally shot Graham, received a manslaughter indictment for the shooting, but it was thrown out on a technicality. A second grand jury declined to indict.

Ramarley Graham’s parents have reached out and turned to the civil courts to get justice for their son, but have had no luck. NYPD Internal Affairs is refusing to release any of the documents pertaining to the case that would be needed for a civil trial. City attorneys have filed motions in federal court blaming the NYPD Internal Affairs Bureau’s on-going investigation as the reason their cases can’t move forward.
